Buku ini membuka jendela pemahaman mendalam tentang kerumitan dan dinamika integrasi regional di Asia Tenggara, dengan penekanan khusus pada peranan Indonesia sebagai Ketua ASEAN pada tahun 2023. Melalui lensa desentralisasi dan fragmentasi negara, pembaca akan diajak menelusuri bagaimana dinamika ini mempengaruhi kerjasama lintas batas Indonesia dengan negara tetangganya, serta bagaimana hal tersebut dapat mempromosikan atau menghambat regionalisme.
Di sisi lain, pembaca akan memahami bagaimana informalitas menjadi instrumen yang strategis bagi pemerintah daerah untuk menavigasi hubungan tegang dengan pemerintah pusat dan memanfaatkan relasi patron-klien demi pengembangan pariwisata lokal. Informalitas bukan hanya memfasilitasi mobilitas modal asing tetapi juga menegaskan kebutuhan lokal seperti lapangan kerja.
